If Jericho had the backstage politicking ability of a Shawn Michaels he would have been the goat draw. That's probably his only flaw was that he wasn't a big enough mark for himself.

I think it's more on Russo, he was the biggest proponent of Jericho, once he left, he didn't have many allies at the top. All the boys wanted to work with him, but Vince and co. Didn't have faith.
