According to Roddy Piper, he decided to do it because Bad News Allen was really fucking boring and he wanted to get a rise out of him by doing something like that to try and get something out of the match, to fire him up. It didn't work, sadly.

doesn't seem like anybody liked working with Bad News. and yeah that match sucked, Roddy's worst at wrestlemania even worse than the mr. t match boxing match (which would've been much better as a wrestling match). Roddy Piper's first match back at wrestlemania since he retired against Adonis at WM 3 should have been a way bigger deal but it was wasted on Bad News. Prior to that Piper was feuding with Rick Rude and that should have been the match at WM 6 instead. they had a great cage match in Dec. '89

Also according to Piper, the solution to get that paint off was left in a bottle in his bag in the back which was promptly emptied out and refilled with water by Andre the Giant. Piper goes back to try and wash it off and it didn't come off. He then said screw it, went out and had fun anyway and walked to the airport looking like that completely drunk. The ticket guy didn't even barely look at him, just stamped him and let him on.
