Unironically very high. He has fantastic gear, good body language and can do promos/backstage segments pretty naturally
If he was handled perfectly he'd be the upper-card guy people would love to see on top that would never get to be champ (rightfully so because he's not the right fit), but would always be over, sell merchandise and get B-Belt runs.
