Kahn's plan was a a Hardy Boys run where they'd win the tag titles in the match they helped define - the ladder match. And after them, it was always going to be Swerve and Keith Lee. Meanwhile beating Jurassic Express would trigger Christian's turn and advance their story.
However Jeff Hardy was an utter shitter who got himself arrested for drunk driving the day before the show where he and his brother were going over, and Jurassic Express still had to be beaten to trigger their breakup story. The young bucks were substituted in at the last minute because they were the best available team, could put together a great ladder match at the last minute and make Jurassic express look great before beating them. Which they did.
After that they simply went on to the next part of Tony Kahn's long-term booking plan: Swerve and Keith Lee.
