It turns out that the masked man was Rick Rude, who had come out of retirement (he had suffered a career ending injury in 1994) to terrorize Shane Douglas for the fun of it. BUT, in the end Heyman pulled a twist and revealed that Douglas and Rude were in cahoots the entire time and that the whole thing was both to get sympathy for Shane after he had to crawl back to ECW and for Shane to "test himself" as far as Rude being hired to torment him as a sick form of training.
Heyman filmed a bunch of episodes with Rude in 1997 with a decent gap between appearances as ECW was taping a LOT of stuff well in advance ala the infamous Disney tapings at that time. So when Rude left ECW to join the WWE/DX, then bailed on WWE to go to WCW out of solidarity for Brett (as Rude was a close friend of Brett's and not really a friend of Shawn/HHH/Chyna), you had a crazy period where Rude was on WCW/WWE/ECW TV at the same time for one week as Rude's WCW return appearance was the same night WWE aired a taped episode where he was with DX and his final episodes on ECW airing in syndication.
