They view their Mexican heritage as both a nationality and a racial/ethnic heritage, but it's the later that matters to them. And I suspect it's the same for most third-world nations since they haven't been subjected to propaganda for years to view nationality and ethnicity as completely separate.
Did you know that "native American" used to be a term that referred to Whites that had lived in America for generations, typically those that could trace their heritage back to the founding of the nation or just thereafter? It was only in the last 70 years or so that "native American" became associated with the American Indian tribes instead.
