I get the impression Tony doesnt like Miro personally. When they were doing press for the mid atlantic title, Miro made it clear he wasnt willing to do title defenses in japan and was throwing shade on Pac, calling him a legit ugly bastard and mentioning how his carelessness hurt him in WWE. If you watch the multi man match back you can tell Pac is going out of his way to avoid Miro.
