If you think about it Triple H never reached the level of Stone Cold and The Rock, and was never quite a natural draw like Angle Jericho or a natural draw and icon like Shawn Michaels, undertaker was in his own class just below the rock and Austin. Triple H only had success post the attitude Era because of his political status in wwe. Also he always seemed to need to be apart of a faction. If you think about it he is a less athletic version of booker T in terms of star power, maybe his mic skills were slightly better than T's prior to his king of the ring gimmick.
