Those who want to improve, Arai, Miu, Suzume, can do so and it seems as if Shoko and Rika in particular seem to work with them more. Those like Mahiro or Raku or Haruna that are content with the low card at least aren't a threat to others or themselves. The card theoretically can sort itself that way according to their own ambition.
Only problem is Koda not always allowing it to pan out, instead giving title shots to Aino and Mahiro, or letting people who have mentally checked out like Yuka dominate the top of the card, instead of rewarding the hard workers.
