If you watch that doc, they basically say that the charges were dropped because the only witnesses, his friends, corroborated his story.
Hall and his friends had plenty of time to get their story straight before the cops arrived.
Hall's "he had a gun and oops it went off" story is probably much further from the truth than many realize.
THAT'S probably why he felt so guilty for so long after.
