Bayley's Michael Cole hate schtick comes from the fact his voice is so imposingly distinct and grating that he doesn't just blend in to the action of the match like Vince does but instead is left competing for your attention with it and distracting you.
Not to say JR and Jerry Lawler weren't distinct, but Lawler made no pretense to professional commentary, and when JR wasn't doing his BAH GAWD level of emotion, he sounded pretty much exactly like Vince did except with a more noticeable southern drawl.
I repeat, Vince and JR sounded more or less alike, and JR has the more outstanding reputation for commentary because he hammed it up in ways Vince never did. Vince's announcer voice was specifically meant not to stand out.
