This is exactly it. Putting the title on Jericho wasn't done out of the goodness of his heart, it was done to protect Rock & Austin while keeping Angle ready to jump in if need be. There was nobody else besides these four to carry the undisputed title until Gaitch's return and Jericho made the most sense because he was so over that losing the title didn't matter for him. At the end of the day nobody really benefited from this though. They should have waited until more WCW guys came over before unifying the belts, that way it would've been more of a cross promotional affair and the storyline could have gone somewhere.

Nothing, Jericho was literally planned to beat Rock in one of his first matches and headline Mania that year but Vince killed the plans due to reports backstage from Triple H and Road Dogg that he wasn't a good worker, December of 1999 he was on the verge of being fired but reportedly Rock had his back.

He had one shirt that year and outsold the entire roster besides Foley Austin and Rock with that singular item as a HEEL. He was mega over during his first few months there, they literally did the Rock Jericho storyline 2 years after 1999 when he was significantly less over than he was here. It made no sense not to run with him as top heel with the strap so Rock could beat him at Wrestlemania 2000 and turn Jericho face after the event like they did with Rock the previous year.

He was nowhere near ready to be top heel in 1999. You people are seriously delusional and could not have been watching at the time.
