Current plan is to have Cody win one of Roman's belts at the February PPV, so that Roman looks vulnerable ahead of his match with the Rock and create the illusion that Rock can beat Roman (which he won't).
Cody will only have the belt for a short period of time, dropping it to Seth Rollins at WM.
Hunter is only doing this because Cody pulled the lawyer card, since his contract to come back to the WWE guaranteed him a world title run. Not how long the run would be mind you, but guaranteed him one.
Hunter wants Seth to be the top heel champion on Raw and for Seth//Matt Riddle to resume once Riddle comes back from his rehab/suspension. Cody will be demoted to the midcard and the US title, possibly feuding with either Bobby Lashley or Bronson Reed.
Also, Sami Zayn isn't turning babyface. Sami loves being a heel and has repeatedly told Hunter he would give up a brief run as world champion to keep his current status quo as Roman's henchman.
