He went on this long winded rant that wasn't particularly addressed to anyone, and then ends it by directly addressing Dave, suddenly throwing it in his lap like they're playing hot potato or some shit.
But Dave parried that shit expertly, and you could visually see Phil short circuit for a few seconds, because he thought he was going to have an awkward silence or Dave nervously stammering for a bit before he'd have to get back into his spiel.
