He has a very pragmatic and mercenary attitude about wrestling and doesn't even pretend otherwise, so you'll never see people going "He'd never leave!" like you saw people coping for Karl, Devitt, Nakamura, Omega, etc.
Secondly, this championship run he's had in the past 6 months has felt really weak. It's hard to say how much of this is his fault and how much of this is New Japan's fault (And why). It feels like he has one leg out of the door.
Thirdly, he has relationships with WWE guys and he fits in the WWE style very well. He's a great promo and his matches are good but not hard hitting. He has never been injured, for example. He just fits with WWE and it's hard to imagine that WWE wouldn't see that and at least have a feeler out for him.
There's nothing concrete, though. Aside from stuff like Seth Rollins saying recently that maybe Jay White will be in the Rumble, there isn't any reporting on it.
