Tony isn't brining him back because most of the locker room won't work with him. WWE won't bring him back because of his past lawsuits with the WWE and they would see him as a liability that wouldn't be worth the risk in signing. Punk burnt those bridges.

I think most of the guys that hate Punk understand he brings an extra 200-400k weekly viewers with him. Especially with how much lower the ratings have been since hes gone.

It's just the Elite cronies + Jericho. I'm pretty sure Bryan, Castagnoli,or Joe would be more than happy to work with him. Also you have all the new guys who would love an opportunity to work with him because he is a superstar who was probably the idol from many of them.

Punk would be fine if he comes back. Just has to avoid the Elite and their whole klik 2.0

FOX seemingly went to great lengths to convince the company so much that they even offered to pay a share of The Straight Edge superstar’s potential WWE contract. However, the offer was rejected for several other reasons that were related to Punk’s demeanor.

FOX, which is the home of SmackDown, has had an affinity with CM Punk since he worked on WWE Backstage which explains why FOX was palpably trying to push Punk.
