It was entirely for the international audience. They feel they have to book women's matches when they tour in America.

I really do think the Japanese approach of separate feds for women was objectively better. It produced by far the best women's wrestling in history, and is without question the best way to actually develop women's wrestlers as actual wrestlers rather than novelties. The only exception being late-period WWE, which is the exception mainly because they have so much time to fill, and the success of women's MMA changing certain attitudes.
