That makes sense, for some reason always thought they could never increase their power what with being androis and what not, regarding Roshi however they played it smart, trying to make it more of a "technique" stuff instead of just pure fighting power, ain't gonna win any Oscar for that but it was good enough to be believable really, specially in the manga.

Roshi had value in the TOP because he knew crazy techniques that nobody else can do. He is a much more technical fighter than Goku or Vegeta. So no I'm not miffed about him being there. Android 17 on the other hand has a super OP shield that can tank attacks from anyone, which is horse shit.
