Piper was absolutely dreadful in late 1997 and onwards in WCW.

I'm watching his run on Relieving the War and my god his promos are all over the place and not in a good way and his matches are a contest about how litte he can bump and his moveset was eye poke, scratching the oppnents back and sleeper holder, that's it.

Then why did he hog up the main event scene for so long after his initial match with Hogan?

His feud with Hogan & The NWO were never ending and it got progressively worse. He was even an on-screen authority figure for a long time whose sole purpose was to book himself in main events all the time.
