I can tell you don't actually follow NJPW, because they've made it clear that the women's title is for NJPW of America shows and some Stardom shows.

It'll be absent from most mainland NJPW shows - you have to remember Wrestle Kingdom also functions as their primary corporate launching event as much as it is a wrestling show.
