One of the big things learned from stupid lockdown wrestling is that "a fighting champ" was the worst choice to pull as no matter how many matches he had and even if they were good enough, it was in a Impact type warehouse atmosphere and it kills the mood.
He was pushed several times it never works for one reason or another, before big match. And the way the way WWE did it was having him dance with New Day hoping black people would like him, referencing his dick size on a birthday gear...
In the end, having Roman break the title holding records now is more important for the future of the business than putting the scotsman over in UK for big pops when he isn't all that over in US organically. It creates a bigger story.
I kinda like Drew, I'm really happy he gets to work with his buddy Sheamus now but it's not his time to be the champ. Tagteam championship, now there is a story he could get on and soon-ish
