I think Stone Cold and Hulk Hogan were equally good in getting people to care about them no matter what they were doing. I was tempted to say Steve Austin only succeeded because of the vs. Mr. McMahon storyline which was essentially the main plot of The Attitude Era, but he got over before it was even a thing with his classic tough guy act that harkened back to the early 80s of wrestling; his character had an appeal no matter what.
Hulk Hogan never had a good story to play off with the sole exception of his WWF run with Randy Savage. And yet it didn't matter as the fans were invested in him no matter what.
I think it's a tie.
