They tried to make Warrior the top star when he was a shitter.
They pushed out Macho when he just wanted to perform because he was considered ancient in his early 40s and jobbed out constantly.
They thought Luger was the guy because he had a big body like Hogan, when that wasn't what made Hogan over
They were repeatedly hot and cold on Bret as a transitional champ, never committing fully to him
They forced Kevin R. Nash to be Hulk Hogan and killed what little draw power he had because he was more popular as a tweener, also he was a big shitter who couldn't work
They let HBK do whatever he wanted, including putting nobody over to make the next big star.
They had Austin and Rock and pushed them at the expense of the rest of the card making it impossible to get anyone else over when they left, not even getting into turning Austin heel for no reason
They put all their hopes into Brock and he left when it was obvious from the start that he hated traveling constantly and promos
They had Triple H go over and bury every single guy from WCW/ECW when they would have been great top card guys.

They lucked out with Cena being so loyal and so good that they built everything around him to the detriment of every other main eventer they could have used after he was gone, they're all shitters because everyone was fed to him for years. This is what you see on WWE TV. When your biggest stars aren't putting guys over or it doesn't matter when they do put guys over, you can't make any new stars

They either don't commit to pushing someone hard or choose people the crowd are passionately against like Roman. If a guy like Rollins (before the Fiend ruined him) got the big Rumble win leading to beating someone like Brock at Mania, it would have made him a legit top guy.
