I think part of the problem was that they inserted him into the main event picture to replace an injured Cena having to miss a show, but he didn't fit into a longer term plan they were 100% committed to, where everything had to build towards Rock/Cena 2 at Mania. Building up and pushing the Shield was also a bigger priority for WWE than any of the guys who feuded with them.
IIRC Ryback did say something about them pushing him until it was too late for him to sue over the botched ankle surgeries that nearly ended his career, and then pulling the plug on him.
