Then he needs a program so he can develop a personality, preferably with a tag partner. Put him in with Pillman Jr for example, someone in a similar spot that can also kinda go and talk.
Crux of his issues is his one note output and one style matches and it really needs a change that to go past just an initial pop of him returning and actually evolve.
