Mutoh is among the first IWGP champions, all of his reigns being long and dominant, he made it big out west in WCW and worked for just about every big promotion in japan
A lot of boomer japanese wrestlers were directly inspired by Mutoh, he's not Rikidozan, but he means a lot to the japanese wrestling community

Muto surely picked his own opponent for his retirement. He picked Naito because Naito is the biggest draw in Japan and has been for the past 7 years or so.
