in order to work here legally, he needs a work visa, which needs to be sponsored by a company (AEW in this case) and renewed every so often. Sometimes that paperwork gets held up for various reasons (mostly administrative bullshit).
Right now, with a shitload of government workers still working from home (a situation which seems likely to become permanent), a lot of bureaucracy is working even worse than usual. I know the DMV in my state is now taking a month to six weeks to process license and registration renewals (just to even cash the check, mind you, not to mail the documents out). There are literally government offices where the incoming mail is only being processed once a month because even the fucking secretaries are all working remotely and only visiting the office when they can't possibly avoid it anymore, because "lol, fuck not being able to sleep until noon and wear pajamas all day." Quality of service has gone completely to shit across both state and federal government as a result, and managers can still only think about how much they are saving on lighting and HVAC by not having people in the office.
