The Rock doesn’t need a Rumble win to face Roman, so if he does end up in the match, Roman will probably be the one to eliminate him. Sami has the storyline going for him and is over with the crowd, but he’s just not ‘face of the company’ tier, and on top of that, his role within the Bloodline has been more comedic than not. Cody’s entire story since leaving WWE has been about proving he’s good enough to be a top guy and making his father proud. Winning the Rumble, main eventing Mania, and winning the belt (and THEN making it the Winged Eagle) brings his story to a satisfactory end and positions him as the new top guy, allowing Roman to lessen his role before going to Hollywood.
