He wanted to make the TNT title *his* belt

It was a master political move: it gave him a cache like Nakamura and the NJPW IC title, it helped downplay the idea that he was "booking himself to be world champion" which was a locker room issue his dad also had to deal with, it allowed him to sidestep Jericho's politicking, and most importantly - it made him look like a big deal to Turner execs to leverage for synergy

Cody just proved that AEW stars are so much more legit then their WWE counterparts.
Miro, Keith Lee and Alestair Black were all uppermid carders in WWE, but can't get any TV time in AEW. Cody was an afterthought midcarder who wasn't even allowed to challenge for the main belt in AEW, and WWE have him win the Rumble.
If a bigger star then Cody, like Orange Cassidy or Daniel Garcia went to WWE, they'd pin Roman on night one.
