The real reason is because he probably still isn't 100% yet, and they didn't want to risk another injury. Which is fine, they just shouldn't have advertised him prior and ruined any element of surprise.

They didn't have to announce him. They didn't have to announce Brock. Brock coming out at 30 and then Bobby eliminating him would have been a better time to do that spot than in the middle stretch when the wrestlers had to stand there like NPCs for Brock to do his shit.
