The big reason why the layout of the match didn't work is because going into this story- it was absolutely never about WCW v WWE, it was an Authority figure overstepping his reach and having to face the consequences in Sting. They completely threw that all out the window and there was no payoff to any story. It was an insult to people that watch on a weekly basis, you don't invest all that time to be subverted at the end.
