Cody vs Roman is happening at WM, not Sami vs Roman.
Elimination Chamber is in Montreal. Sami & KO's hometown. You don't need a screwjob 2.0, but Jey turning on Sami there would get omega heat, followed by an omega pop for KO making the save.
Roman's reign of terror should end with the Bloodline, on a big stage. Not a B-show PPV on the road to a big show.

This way, you get Cody vs Roman and Cody still gets cheered as a babyface instead of the crowd shitting on him for not being Sami.
You also get Sami/KO a tag title match that people will actually be into because of Sami and the story.

If the plan is to have Cody win, then Sami/KO win too and the bloodline finally takes the big loss on the big stage.
