One fed has a guy who gets massively over and the whole fed becomes a vehicle for that guy, and that guy refuses to even have matches with some guys because "they don't gel with the gimmick" but then that guy has a sloppy final run and you're left with a bunch of geeks and faggot marks who only ever cared about that guy.
Now, the other fed, it tries to build up these guys one at a time, and it culminates in a big stable getting formed, and the matches and chemistry are memorable enough that the fed itself gets over as opposed to any one guy.
Then the first fed sees that the second fed didn't ruin their brand and tells the bookers to hotshot their fed to the level of popularity and profitability of the second fed, and every time the arrows don't go up they fire the booker and bring in a new one.
