He was the most protected heel in the business by far. Really, read into the amount of shit that Piper got away with in terms of the demands he could make of territories and even of Vince. Nobody had the ability to say "no" to doing jobs like Piper, even Hogan envied it in that way. Part of it was Piper being a top tier carny and the other part was being protected was kind of his whole schtick, and everyone WANTED a protected heel from time to time because it stirred up business and could give you a REALLY hot angle with your top babyface.
