You misunderstand. Brock doesn't like shitters who botch safe moves into a shoot move, like Braun botching a knee strike into Brock's skull.
If you're going to "shoot" then do it intentionally and apply some skill so it doesn't concuss the opponent. A semi-shoot fight is right up his alley and Gunther is a safe "shooter".
