I'd add Owens, whatever the fuck it's supposed to be and Jericho's boomer tats as bad.
But overall, Goldberg, Rock and Phil are fine tats. Cody's is at least a complete meme and it might work in a different place. The rest are not only shitty, but in terrible places, or the person ruined a great look by getting tatted.
