I think they lock the stream so they don't have to constantly create a new one. It went down every 5 minutes or so in the Muta show so they locked it and it went fine for the second half of the show, no new watchers or refreshers are allowed once they lock it. I usually open the stream half an hour before it starts to avoid being locked out.
