Streaming services are currently on a quantity kick, Netflix would rather make a million things people won't watch for peanuts than spending money on a smash hit.
They want to keep you scrolling their selection as long as possible. If you're subscribed they get the same amount of money no matter how much you watch, but can spend less on their end if they don't actually have to use the bandwidth to stream to you.
AEW fans will subscribe to a service for AEW, but they will also watch it. So why not just make low budget trash in eastern Europe to pad out your selection?
Also many of the streaming services are publicly traded and maybe Tony's ego won't let him sign a realistic deal knowing it will be compared to WWE's billion dollar deal.
