It is a little bit more complicated than that, but basically yes. One the HPGA is suppressed the body no longer produces testosterone on its own. This isn't exclusive to Tren, all exogenic androgens can cause HPGA suppression, it is just that with Tren is is almost guaranteed to happen and far more quickly than with other androgens. You can restart the HPGA, but it requires very expensive and extremely high dose hCG therapy over a six month period which is no longer viable as the federal government has rescheduled hCG to a controlled substance as of 2022 meaning doctors can no longer prescribe it in the USA.

What does happen on Tren is that it breaks down into estrogen extremely easily meaning that your body is flooded with estrogen and androgens at a far higher level than the human brain was ever intended to experience.
