Jeff looked more like every teenage girl's dream guy than Matt (although Matt had good looks too when they both first became big as a tag team). Plus Jeff was more willing to do the crazier moves
Chavo was less stereotypically latino than Eddie (probably why he got the Kerwin White gimmick) so he didn't stand out as much, and he didn't have as much natural charisma or promo skills
The fucked up thing is, unlike the real Marty Janetty, the above Janetties weren't THAT bad as individuals compared to their Michaels. Christian and Matt each had respectable singles careers, and honestly Chavo could have made for a great top midcard heel if WWE took him more seriously and he was able to work on his promos sounding more sincere
