Raw has the best talent but the most disappointing booking. Damage Ctrl feel like a complete non-entity
AEW's women's division is used terribly, but has fairly high highs (Hayter's title defenses, the Shida/Deeb feud, Athena squashes) despite very low lows (Madison Rayne, etc)
Impact has the best booking and I regularly find myself at least intrigued by stuff like that recent Mickie James PPV main, but the wrestlers themselves aren't terribly interesting.
So I guess they're all pretty bad but I guess I'd say Raw has the best women's division due to being fairly stacked with talent
