If anything, ratings are up because of curiosity about Triple H's booking with the recent staffing changes. People that stopped watching WWE don't care about a storyline that's been ongoing for years that they haven't been paying attention to aren't remotely invested in, or the midcarder that got so buried he had to go to the indies for 5+ years.
On top of that, you have to factor in the people that literally just watch Royal Rumble and/or WrestleMania every year and don't bother keeping up with WWE for the rest of the year.
