The problem is that it was shit at different points for different reasons.

Pre-Omega: Cheating wins every time, essentially just current House of Torture but with a NWO impersonator gimmick instead.
Omega: The Elite, no need to say more
Jay White: Literally whos aside from the leader, most of the shitters are still there and most of the big relevant names left or are part timers.

There's no actual peak. It's a flatline of a kind of bad stable with some really good moments that keep it going, or at least very close to a flatline.
