It's like when you have an injured MLB pitcher get a few rehab starts in, even though they're fully capable of coming back to the main roster immediately after leaving the DL. You let them work back slowly, in front of a smaller crowd, etc.
Imagine how embarrassing it would be if Jay White debuted to silence in St Louis or Green Bay or some other non-smark city. Naw, let him work a few months of NXT, doesn't need a title, then put him out with an "injury" angle just to debut a couple weeks later on Raw or Smackdown.
