If by "over" you mean getting crowd pops then yeah, but the only real needle movers were Austin, Vince, Rock, Taker, Mankind and HHH.

People liked it bc it was the closest thing you got to porn in the 90s. It was crash TV. Now I will say, a lot of the ppv matches during that time were at least high quality. But sooooo much of it was carny dogshit
