B-show PPVs about 18 months after the first brand split became the absolute drizzling shits and only got worse by the year. By 2006 you were getting one-match cards with the undercard being entirely filler. It was baffling how anyone could pay full PPV price.
The brand split and exclusive PPVs made sense in late 2002 and through 2003, but by 2004 they'd lost the big attitude era stars like Rock and Austin, the big-name WCW names/returnees had mostly been cycled through and either gone or lost momentum, and even Lesnar had left. So you were left with them pushing perennial midcarders like Benoit, Guerrero and JBL
