As a man who's going bald I can tell you it's higher testosterone than average dudes. Most of the older males I know with full heads of hair exude an almost feminine energy compared to me. Also, females love testosterone. Even female prison guards end up fucking prisoners sometimes because they can't contain themselves. Baldness = higher testosterone, unless you got alopecia or something.

I love being bald, my head shape is great, and I get compliments on my clean shaved look all the time. Nothing to cope or cry about. With that said, Arnold seems like the type to get a hair transplant if he needed one. He could certainly afford it. I'm not a fan so I wouldn't know.
