Because that's Raw's top title. It's supposed to mean something. It's supposed to have prestige. That means whoever holds it should be able to be a credible world title contender. Lashley should still be US champion, and if they really want to do Lashley vs. Lesnar then make Lesnar the US champion.

The world title is on Roman who is exclusive to Smackdown and refuses to wrestle on Raw. So yes, the US belt is the top Raw title by default. That means there shouldn't be any Carlito-tier perennial midcard champions. Theory shouldn't even be champion. It should be Lesnar.

He does but it doesn't matter unless one of them actually wins. If they do then the world title will be Raw exclusive and Smackdown will have Gunther (a much more believable champion) as its top title holder.
