I honestly expect Sami to win only for it to be reversed the next night on raw, making wrestlemania a triple threat or two separate title matches. Haitch is smart enough to handle Sami's overness while wanting to push Cody.

This was obvious before Ssmi was confirmed as a draw and the segment on Raw has me thinking they're going in a three way direction rather than the Usos/KO route. This is a big decision HHH has to make. I'm pretty excited about how it will play out

An elimination chamber match with Roman Usos Solo Sami and KO would have made too much sense (except that as another anon mentioned one Uso is not allowed in Canada)

So instead these are the questions that must be answered

I'd make it a triple threat with Cody as a tweener in the build and eventually finally turning into the "American Psycho" character everyone wanted him to be in AEW - perhaps as a result of flipping out from getting pinned by Sami

Cody is very over and you want to turn him heel and kill his momentum? Sami winning the tag titles with Owens makes the most sense, gives him a big moment to cap off the big Bloodline story and elevates the tag titles immensely. Cody can beat Roman and promise Sami a one on one match whenever he wants it and then you have Roman return to screw Sami out of it to start a heated feud there. Sami vs Roman at Summerslam while Cody defends against whoever. If they play their cards right they can keep heat on Sami until next year and have him win the Rumble and main event of WM so everyone wins anyway.

That's a very tall ask. Sami is great but the reason he is so popular right now is because he is fresh off of the bloodline story. Him trying to fit in and the drama with the Usos was compelling stuff but that is all basically over now. I don't see how they can possibly keep it going for after WM and keep this level of "heat" on it but WWE are masters of this so who knows.
Actually perhaps an uneasy relationship / tag title reign with Sami and Jey could stretch this story another year

Roman wins but it’s a hard fought match and Sami looks good in defeat. Post match Solo Sikoa starts to beat down Sami, the Usos both come in and we tease dissension. Then Usos reunite and help beat down Sami, too. Then Cody and KO come out for the save. Show ends with Cody lifting Sami up on his shoulders.
You avoid the crowd going into business for themselves and send everyone home happy.

Sami Zayn defeats Roman Reigns in a hard-fought match. Cody comes out, Sami grabs a mic. Sami stares Cody dead in the eye, points to the ring and declares "This, this is mosque". The crowd goes absolutely wild and Sami gets a HUGE pop. Samoa Joe runs out and asks what he's doing. Cody says he's taking the place of his best friend, his buddy, The Undertaker. Fans chant that and then chants "Samoa Joe!" back at him. Joe looks at Sami and asks what's up. Sami smiles and says he's just screwing with Joe, he doesn't need to know the details because he's definitely not in the match. "Inshallah " chants erupt. Sami says if Cody gets in the ring, he'll take Joe. Fans chant along with him. Cody looks furious. Cody runs and confronts Joe. Joe attacks. He attacks from behind and takes him down in a big headlock. Joe works on the arm of Cody. Cody fights up and they trade chops. Cody locks Joe up in the tree of WHOA and Joe fights up and ends up knocking Cody off to the outside. Joe teases throwing Cody off, but backs away. Joe drops his knuckles on the apron and turns his back to the ring and raises his fist. Sami comes back out and grabs Cody's leg. He sends it over the top rope.
