In wrestling, the girls need to be gorgeous (a general rule for women in entertainment with a tiny handful of exceptions, most of which aren't for the stars), they need to flaunt their femininity (another general rule), and you can't build the show around them (more of a genre-dependent rule). I don't think that anyone wants to watch one of those variety show-type things that they used to do, but weekly matches where everyone knows that boobs will be flopping around by the end wouldn't hurt ratings. It wouldn't be enough to rebuild wrestling by itself, though.
